Why is the sky blue?

One of the things I’ve noticed about the reference images I work with is that a good amount of them have a cloudy or gray sky. This is a typical New Jersey sky, and while good for photographing (less shadow), it’s not very uplifting. The first thing I paint in any portrait is the sky, and it’s always blue. Prussian blue, cobalt blue, cerulean blue, perhaps with a fluffy white cloud: but always blue.
